Rotorua Mayor from 1971 to 1977

Born and educated in Rotorua. Was sheep farming for 13 years. Left New Zealand in May 1940 as a private soldier and returned as Commanding Officer of the 24th Battalion with the rank of Lieutenant-Colonel. In June 1947 was appointed assistant-national secretary then research officer to the NZ Labour Party.

In 1954 he won the Rotorua seat. Three years later he was given ministerial and cabinet status with portfolios of Customs, Broadcasting and Publicity.

In 1971 he won the Mayoralty of Rotorua and served two terms.
